Blame shifting is very common in emotional abuse. When there is an issue between two people, the person who is at fault blames the other person for their harmful behavior. Thus making the other person go from being the victim to now the perpetrator.

If you are in a relationship where someone doesn’t ever admit responsibility of hurting you, there is a good chance you are experiencing a form of blame shifting.
